She’s spot-on about the importance of appearing to do things “legally.” A casual observer could easily be fooled by the formal terminology of Egyptian politics (“the government,” “the opposition,” “the ruling party,””Parliament,” “the Prime Minister” etc) into thinking that it’s a “normal” polity rather than a police state. I suppose the legalistic facade also fools enough people into believing that there’s free association and free expression and competitive elections…
The Israelis are also pretty good at this, with their refusal of residence permits and construction permits and legal entry for people of inconvenient ethnicities…kullu bil qanoon, again.
